NAVITA – Account Creation and Medical Certificate Applications

On Monday, September 14, the USCG National Maritime Center (NMC) launched the new application submission platform, NAVITA. This is the first part of a three-phase launch and each phase will include several iterations.

For Phase 1, mariners will need to create an account through NAVITA. The system uses www.login.gov. If you have applied for or renewed your TWIC in the past, you should have an account already. All applications will now be submitted through the NAVITA portal. The IASKNMC email is disabled and the previously utilized “ASAP Portal” is no longer active. At this time, mariners can still call or chat with the NMC.

We are asking that all AMO members log into the NAVITA site, ensure the ability to access www.login.gov, and confirm your NAVITA account is linked. If you do not remember your www.login.gov information, you are able to delete your account and then create a new one. Keep in mind, this process takes 24 hours. IT IS VERY IMPORTANT TO CHOOSE TWO FORMS OF TWO-FACTOR AUTHENTICATION when creating an account, so you do not have to delete your account and wait 24 hours in the future.

After you gain access to NAVITA, practice filling out a 719K (Medical) and 719B (Credential) application, but DO NOT SUBMIT THESE APPLICATIONS.

You will notice there are, as of yet, no guides for the Credential Application process published by AMO. We are working on the details and ensuring that we have the correct information to pass along to AMO members. The membership will be notified when a guide is released. In the meantime, you can find FAQs on the NAVITA site, as well as an informative slideshow published by the NMC:

PLEASE NOTE: AMO’s Third-Party, or “Proxy” as it is called in the new system, abilities have been significantly reduced. We can be added as Proxy on a Medical Certificate Application, but have no ability to review the application or act on any member’s behalf. We can also be added as a Proxy to a Credential Application with the ability to review and submit for the member AFTER accepting the role of Proxy. However, we have not at this point been able to successfully act in this capacity with the exception of being able to accept Proxy status.

In summary, AMO members should continue to submit applications six-to-eight months in advance of expiration – with the understanding that wait times could be significantly increased if an error is found, and that AMO is no longer able to intervene on a last-minute basis to expedite the process. If AMO’s abilities to assist individual members are enhanced in NAVITA, the membership will be notified immediately.

The best way to attempt to remedy application issues is to submit a case via the NAVITA portal or call/chat with the NMC. Chat is the recommended best means to contact the NMC, so that you can email the transcript to yourself or a Proxy as evidence of what was communicated.
