RTM STAR Center has added a new five-day Towing Officer Assessment Record (TOAR) Program to the schedule in Dania Beach, Fla. The Federal Communications Commission earlier this year made certain licenses issued by the FCC valid for the holder's lifetime, including the GMDSS Radio Operator License and Marine Radio Operator Permit, among others. The policy will be effective for travel to attend classes that have a start date of Jan. 1, 2008, or later. AMO officers recently completed the first course in Marine High-Voltage Safety offered by RTM STAR Center, and another class has been scheduled for American Maritime Officers members and applicants. AMO deck and engineering officers interested in becoming eligible for employment in the international LNG trades must complete all training requirements outlined in the LNG Career Path Guidance document, which was recently provided by RTM STAR Center. RTM STAR Center now offers a one-day seminar on Integrated Computerized Deployment System (ICODES) ship stow planning software. RTM STAR Center will provide an 11-day training program for American Maritime Officers members and applicants currently employed aboard Ready Reserve Force vessels operated by certain AMO-contracted companies for the Maritime Administration. Beginning in October, RTM STAR Center will alter its small arms program to mesh with a new package of coursework required for AMO members and applicants working aboard Maritime Administration vessels operated by certain AMO-contracted companies. American Bureau of Shipping Consulting (ABS Consulting) in June certified the LNG Tankship Liquefied Gases course at RTM STAR Center as meeting all requirements of the Society of International Gas Tanker & Terminal Operators competency standards for LNG shipping for all officer ratings. The Raymond T. McKay Simulation, Training, Assessment & Research Center has announced the following developments, enhancements and additions to training and curriculum. Many of these enhancements are based upon input and discussions from the maritime training conference held in March at RTM STAR Center in Dania Beach, Fla. The U.S. Coast Guard in August published a new document clarifying the manner in which the achievement of basic safety training (BST) certification will be represented on mariners' STCW documents. American Maritime Officers members considering upgrading from second assistant engineer to first assistant, or from first assistant engineer to chief engineer, are advised to begin the process as quickly as possible. The U.S. Coast Guard has published an interim rule applying new port and maritime security standards that include additional responsibilities for maritime officers working aboard U.S.-flagged commercial vessels. In the wake of the 9/11 terrorist attacks, the Coast Guard has looked for new ways to improve port, waterway and maritime security. The Marine Safety program recognized early on that there were problems inherent in the mariner credentialing system that could result in licensing fraud, exploitation by persons ineligible to hold credentials and increased risk of marine safety incidents if unqualified persons obtained a Merchant Mariner Document (MMD). Effective Jan. 31, 2003, the U.S. Coast Guard will require that the officers onboard each vessel responsible for collecting urine specimens for drug testing be trained and certified by a qualified Department of Transportation instructor. The training centers operated for American Maritime Officers members have adopted new guidelines for optional non-resident training. The following was circulated by the U.S. Coast Guard in March. It concerns requirements of the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers, 1978, as amended (STCW) for continuing competency in firefighting (emphasis added). RTM STAR Center is pleased to announce an arrangement that will allow AMO members to take required STCW '95 courses at the Seafarers' Paul Hall Center for Maritime Training and Education at Piney Point, MD. This arrangement is an extension of the STAR Center non-resident training program (NRT). The below guidance and information are provided for engine officers who plan to sail aboard gas turbine Propulsion vessels after Feb. 1, 2002. |
