The 2001 Great Lakes shipping season had a slow start in March, sustaining sharp drops in direct shipments of iron ore, western coal, and limestone and gypsum, compared with the same period from the previous year.
The administration is under increasing bipartisan pressure to respond to the "dumping" of steel in U.S. markets by foreign producers.
