  • TSA publishes final rule on TWIC; all U.S. mariners must obtain security credential by September 2008
          The Transportation Security Administration Jan. 25 published the final rulemaking on the Transportation Worker Identification Credential (TWIC). Within 20 months, American mariners will have to have obtained a TWIC for use as security identification, and TWIC access control procedures will be implemented aboard U.S. vessels.

          The Coast Guard's revised proposal for the establishment of the "merchant mariner credential"--a consolidated document that could include a mariner's license, merchant mariner document, STCW endorsement and certificate of registry--was published Jan. 25 in the Federal Register.

          The Department of Homeland Security (DHS) Jan. 29 awarded an indefinite delivery/indefinite quantity contract to Lockheed Martin Corporation Transportation and Security Solutions of Rockville, Md., worth $70 million for the initial deployment of the transportation worker identification credential (TWIC).
