President Bush earlier this month vetoed the Water Resources Development Act of 2007, legislation containing provisions crucial to Great Lakes shipping, including critical harbor and channel dredging projects.
Unusually low water levels and what has become a pronounced lack of dredging throughout the system combined to drag down the cargo float 7 percent during the month of September on the Great Lakes compared with the same period last year.
