Despite months of diplomatic maneuvering, the U.S. and the Organization for Economic Cooperation and Development are not likely to agree this year on bargaining terms for a pact ending steel subsidies abroad.
The U.S. steel trade produced positive signals last month but, despite the tariffs imposed by the administration earlier this year, imports of slab and other steel products continue to increase, threatening the U.S. iron ore fleet on the Great Lakes.
