          Representatives of the U.S. steel industry Sept. 30 outlined three demands on the Clinton administration as the U.S. prepares to enter the latest round of bargaining with the World Trade Organization in early November.

          As predicted, shipping activity amongst the U.S.-flag Great Lakes fleet declined in July, although more sharply than speculative reports had indicated. Cargo movement fell 1.5 million tons in July, compared with the same period in 1998.
