Jones Act, Maritime Security Program Likely To Fare Well Under New Administration

Late last year, the Bush-Cheney campaign issued a statement expressing support for the Jones Act, the 1920 cabotage law that holds domestic maritime cargo markets for vessels owned, built, flagged and manned in the U.S. The statement also endorsed the Maritime Security Program, which sustains a core fleet of militarily useful U.S.-flag merchant ships in commercial foreign trade. The new administration sees both as critical to ensuring a U.S. merchant fleet capable of serving the nation's economic and defense interests. President Bush named one-time Transportation Secretary Andrew Card--who promoted the original legislation that led to MSP-- as White House Chief of Staff and made Cabinet nominations that bode well for the fleet.
