Despite the conspicuous merit of the Jones
Act and the Passenger Vessel Services Act, both laws are targeted for
roll-back or repeal.
Since April 1995, there have been four
separate House and Senate bills to repeal the Jones Act and three measures
to amend it by deleting the U.S. construction and ownership requirements.
None of these proposals have advanced beyond introduction.
The Jones Act, the Passenger Vessel Services
Act and cabotage laws covering salvage, dredging, and fishing services
state a sound principle and enhance U.S. security and sovereignty--at no
cost to taxpayers.
Recognizing the value of sustaining U.S. cabotage laws and the fleet of U.S.-flag merchant and passenger vessels they support, legislators have very recently introduced bills that would encourage investment in the U.S.-flag cargo-shipping and passenger-shipping industries.
